So once they're usable as a Deck Leader, they will always be. Though they will never be reduced below 1LT. Cards can also lose XP, and be reduced in rank.
In order to be used as a Deck Leader, a card needs at least one rank (1LT). As a card gains more XP, it will start to gain ranks. This FAQ wouldn't be possible without his help.
